Complex works at COMAH-regulated Victrex site

Andrew Scott Ltd was appointed to deliver the civil engineering and construction works for the new Peak Powder Plant at the Victrex petrochemical site in Fleetwood, a COMAH-regulated (Control of Major Accident Hazards) facility. Operating within such a high-risk, safety-critical environment demanded stringent compliance with regulatory standards, meticulous planning, and close coordination with the client’s operations and safety teams at all stages of the project.

The scope of works included full groundworks and reinforced concrete (RC) foundations, along with drainage systems, underground services, RC effluent pits, and the construction of an access road and footpaths throughout the development. Central to the project was the delivery of the main production building, designed to house sensitive process equipment used in the manufacture of high-performance polymer powders.

In addition to the core plant, the project involved the construction of multiple ancillary buildings, including operational and welfare facilities, and the installation of all associated services and drainage infrastructure to support the plant’s functionality.

Working within a COMAH-designated site posed unique challenges, particularly around access control, hazardous material zones, and interface with live chemical operations. To meet these challenges, Andrew Scott Ltd implemented robust safety protocols, proactive stakeholder engagement, and phased delivery strategies to ensure full compliance with health, safety, and environmental regulations while maintaining momentum on programme delivery.

The successful completion of the Peak Powder Plant further demonstrates Andrew Scott Ltd’s capability in executing complex civil engineering and industrial building works within highly regulated, safety-critical environments.
