Harbour Way PDR
Multiple complex structures, including several over the Swansea–London Main Railway Line

Harbour Way is a £100 million infrastructure scheme delivered for Neath Port Talbot County Borough Council, comprising multiple complex structures, including several over the Swansea–London Main Railway Line. As part of this programme, Andrew Scott Ltd was awarded the contract to construct the abutment walls for Bridge 3, a new bridge spanning the main railway line and located adjacent to the existing bridge that forms the primary access into the TATA Steelworks.
The abutment wall measures approximately 110 metres in length, 8 metres in height, and 1.5 metres in width. An F4 concrete finish was specified for the exposed elevation to meet stringent aesthetic and durability requirements.
Although delivered as a labour-only contract, Andrew Scott Ltd was fully responsible for the design and implementation of all temporary works. This included the design of bespoke formwork systems capable of supporting both the complex steel reinforcement cages and providing a safe working platform for concrete placement.
A PERI formwork system was selected and custom-designed for the project. The solution incorporated a cantilevered sliding gantry support system, enabling the controlled movement of large formwork panels alongside the operational rail corridor. This innovative approach significantly reduced disruption to railway operations and minimised the need for night-time possessions.
The works were successfully completed on time, in full compliance with the required quality control procedures and safety standards, demonstrating Andrew Scott Ltd’s capability to deliver technically demanding rail infrastructure projects with precision and reliability.
