Eco Park Waste Transfer Facility
Supporting the Welsh Government’s “Towards Zero Waste” Strategy
Andrew Scott Ltd successfully delivered the multi-phase construction of a new state-of-the-art waste transfer and recycling facility—Pembrokeshire Eco Park—supporting Pembrokeshire County Council’s commitment to the Welsh Government’s long-term waste strategy, “Towards Zero Waste.”
This modern facility enables the efficient bulking, sorting, and onward transfer of recyclable and residual materials collected across the county, reducing landfill dependency and supporting more sustainable waste management practices across Wales and the wider UK.
Andrew Scott Ltd was awarded the contract for Phases 1 to 3 of the project, which comprised:
Phase 1 – Recycling Transfer Facility and Covered Waste Bay
Construction of a 5,855m² enclosed transfer facility with a 4,340m² external service yard, complete with associated access roads and infrastructure. This phase also included the development of an office and visitor centre, designed to support community education and awareness around recycling and sustainability.Phase 2 – Vehicle Maintenance Bay and Staff Welfare Building
Delivery of a 400m² facility to service the Council’s fleet, along with dedicated staff welfare areas. This phase also provided parking for 138 staff vehicles and 56 lorry bays, supporting operational efficiency and long-term site functionality.Phase 3 – Residual Waste Recycling Facility and Covered Waste Bay
Construction of a 2,700m² enclosed facility and a 3,970m² external yard area, including new access roads and infrastructure to support the handling and sorting of non-recyclable waste materials.
This critical infrastructure supports the Council's vision for a cleaner, greener Pembrokeshire. Designed with operational efficiency, sustainability, and public engagement in mind, the Eco Park is a major step forward in achieving the goals set out in Wales’s national waste strategy.

We are delighted to receive handover of this important facility from Andrew Scott Ltd. This will modernise Pembrokeshire’s recycling facilities as we work to increase recycling rates in line with the Welsh Government Strategies ‘Towards Zero Waste’ and ‘Beyond Recycling’. This facility will provide us with greater control over the waste streams we collect. We are also grateful for grant funding from Welsh Government towards the development of the Eco Park to help make this possible.
