Refurbishment of Heating, Ventilation and Electrical Services at Cardiff’s Iconic Grade I City Hall

Cardiff’s City Hall a Grade I listed Edwardian landmark opened by Lord Bute in 1906  is undergoing an extensive programme of refurbishment aimed at preserving its architectural grandeur while upgrading essential building systems for the future.

Famed for its marble floors, ornate plasterwork, and statues celebrating notable Welsh figures, the historic building has long served as a civic hub, hosting weddings, conferences, and major public events. However, it was temporarily closed in 2023 to enable critical maintenance and modernisation works.

The first phase of the refurbishment focuses on replacing the outdated mechanical, electrical, and public health (MEP) infrastructure. This includes the design, manufacture, supply, installation, and commissioning of a permanent MEP solution across the South, West, and East elevations of City Hall. Key areas within the scope include the Council Chambers, the Upper Great Hall, and the Lower Hall.

In parallel with MEP upgrades, associated architectural, refurbishment, and builders’ works are being undertaken to ensure seamless integration of modern systems within the fabric of this culturally significant building.

Given City Hall's listed status, all work is being carried out under strict heritage oversight, with a strong emphasis on carefully protecting historic internal features such as decorative ceilings, stained glass, and original finishes. The project team is working closely with conservation officers and heritage specialists to ensure that interventions are sympathetic, reversible where possible, and in keeping with the building’s original character.

To inform and support the restoration effort, drone technology has been deployed to survey roof structures and external elevations, providing detailed visual assessments while minimising risk to delicate masonry and avoiding intrusive access methods.

 

As the City Hall project gains momentum, I wanted to provide a brief update on our progress. This is a complex refurbishment with around 15 active projects, involving CADW, Heritage, Planning, Conservation, and Police input — all within a challenging timeline. Since ASL took the lead alongside our professionals, their professionalism, problem-solving and proactiveness have been exceptional, giving us great confidence as we head into the busy months ahead.
